The Mat-Su Borough is seeking to fill two Supervisory positions with motivated self-starters knowledgeable in landfill operations:

  1. Central Landfill Operational Unit Supervisor
  2. Environmental Operations Supervisor   

 1. Central Landfill Operational Unit Supervisor  

  • Starts at $29.13 / hr. Regular Full Time Tier IV Medical Mandatory - Dental/Vision available. Vacation time and matching.  See Tier IV State description for details.

  • The employee is managed by the Solid Waste Division manager. May be called upon to fill in for the Division Manager.
  • The employee occupying the position of this class is responsible supervising, scheduling, and coordinating the work being performed by all assigned employees in Central Landfill Operations and Maintenance. Work includes management of day to day Central Landfill activities as well as  management of Division wide maintenance program for vehicles, equipment and facilities. Work is performed and duties are carried out in accordance with established Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness, and Teamwork. This is a bargaining unit position.

  • Five (5) years of progressively responsible experience in solid waste operations, including;  five (5) years supervising personnel and managing facilities, preferably in solid waste facilities oversight; two (2) years of experience working in a substantially similar operational unit (transfer site, environmental, or central landfill); and, administrative, clerical or accounting experience. Certification from the Solid Waste Association of North America, or have the ability to obtain this certification within six (6) months from the date of hire or date of first available training (if not offered within the first six months of employment).

  • Incident Command System classes required ICS 100, 200, 700 and 800 within 1 year of hire. Other ICS courses may be required according to position held within the EOC, and will be determined by employee supervisor and Emergency Manager.
  • Valid Alaska driver's license with a clear driving record and a clear criminal history report.

 Supervisory

  • Supervises, reviews, analyzes, and submits work schedules, leave and overtime requests for assigned employees and staff; schedules coverage for assigned operational unit.
  • Travels to assigned work sites to review conditions and consult with assigned staff.
  • Investigates accidents and other personnel issues, prepares appropriate documentation and makes recommendations to the Solid Waste Division Manager.
  • Anticipates personnel, equipment and facilities issues and designs courses of action and research data to back them up.
  • Manages Operations and Maintenance Contractor that provides face compaction and other dirt moving and odd items as needed.

Financial

  • Reviews and approves payroll documents for assigned staff.
  • Prepares budgets for assigned operational work unit.
  • Monitors assigned budget and provides the Solid Waste Division Manager with necessary information required to control budget expenditures.
  • Makes budget adjustment suggestions to the Division Manager.

Operational

  • Provides input to Solid Waste Division Manager to assist in creation of the Division Strategic Vision and formulation of future planning objectives.
  • Generates various computer reports and updates information within solid waste computer software.
  • Recommends changes necessary to improve operations.
  • Instructs personnel in procedures and practices of specific site operations.
  • Oversees/checks work of assigned personnel.
  • Instructs /observes personnel in the safe and proper operation of equipment.
Public
  • Generates and distribute informational fliers and assist in developing educational programs for the public.
  • Works with public agencies, businesses, and individuals responding to questions, complaints and concerns regarding solid waste, hazardous waste and other programs.

Administrative

  • Develops written performance objectives.
  • Prepares employee evaluation reports and discusses performance with employees.
  • Interviews and recommends candidates for employment.
  • Meets with, counsels, and advises employees on a variety of issues.
  • Provides training to employees.
  • Investigates and responds to customer complaints and takes appropriate action.
  • Prepares and submits reports and statistics as required by the Solid Waste Division Manager.
  • Plans and coordinates schedules for routine facilities, equipment, and vehicle maintenance and upgrade or replacement projects.
  • When staffing the EOC, performs the functions assigned by the Event Commander to efficiently and effectively respond and manage an incident.
  • Performs related work as required. 

2. Environmental Operations Supervisor

  • The employee occupying the position of this class is responsible supervising, scheduling, and coordinating the work being performed by all assigned employees in Central Landfill Environmental Operations. Work includes management of day to day Environmental activities as well as  management of Division wide monitoring program for gas, water and hazardous and universal waste. Work is performed and duties are carried out in accordance with established Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness, and Teamwork. This is a bargaining unit position.

  • Generates and distribute informational fliers and assist in developing educational programs for the public.
  • Works with public agencies, businesses, and individuals responding to questions, complaints and concerns regarding solid waste, hazardous waste and other programs.
Administrative
  • Develops written performance objectives.

  • Tracks trends and suggests actions to reduce costs within monitoring programs if consistent with criteria required to reduce monitoring events.
  • Plans and coordinates schedules for routine facilities, equipment, and vehicle maintenance and upgrade or replacement projects.
  • When staffing the EOC, performs the functions assigned by the Event Commander to efficiently and effectively respond and manage an incident.
  • Performs related work as required. 
  • Responsible for Gas and Water Monitoring Program as well as hazwaste collections and disposition. Manages one full time and two on call part time employees.  May be called upon to fill in for the Division Manager.
  • Manages leachate program to include maintenance, operations, anticipation of new sources and planning for leachate disposition, includes record keeping for the leachate program.
